City-wide Hard Waste Collection is back on: Survey

Background and News articles below.
FCC 2016-2017 Draft Annual Budget - http://www.seafordcc.org/forum/viewtopic.php?f=4&t=209

The free annual kerbside (nature strip) Hard Waste Collection had been dropped from the draft 2016-2017 Budget, but following considerable public interest and concern, FCC is now seeking residents' views.

Survey - closes Friday 29 April: Hard waste preferred method of collection
Community members have the opportunity to vote for either a city-wide kerbside hard rubbish collection or one at-call collection service. To vote on your preferred method of hard waste collection, please complete the brief survey available via the link below. Alternatively, visit any of Council’s Customer Service Centres and complete the survey in person. You can locate your nearest centre, here: http://www.frankston.vic.gov.au/Your_Council/Contact_Us

It is not stated in the survey if either or both would be included in Council Rates or incur an additional fee, so I asked FCC for clarification.
Response received: "
The choices are to continue the existing kerbside blanket service or replace it with an at-call service (one for each household each year). Should the at-call service prove to be the preferred method then there would be no additional charge at time of collection. Hope this clarifies your query."
I would have preferred something like: "Yes, either option would be free of charge / included in rates", but then, I'm not a politician. ;)

The options are:

  • one yearly at-call hard waste collection service; which will be booked and arranged by residents
OR
  • continuation of a city-wide kerbside collection service to be held at a time nominated by Frankston City Council
