13.2 - Skyrail Frankston Line

On 13 May 2016 Councillor Spelman gave notice of her intention to move the following motion:
That based on the strong community concern and opposition, as can be seen by the accompanying petition addressed to both Frankston City Council and State Legislative Council of Victoria, this Council adopts a formal position that Frankston City will not accept a Sky Rail solution to the removal of level crossings on the Frankston Line. The petition must also be sent to State Legislative Council of Victoria.

Frankston City Council looks forward to working co-operatively with the LXRA to determine which of the remaining options are best for our City in order to assist the State Government with their election commitments regarding level crossing removal.


COMMENTS BY DIRECTOR CORPORATE DEVELOPMENT:
It is recognised that the removal of the three level crossings (Eel Race Road, Seaford Road and Overton Road) will have a significant impact on the local communities. While it is Council’s prerogative to adopt a position on the matter at any time, it is suggested that, given discussions with the Level Crossing Removal Authority are ongoing at this time, and complete information on all options being considered has yet to be provided, it may be premature for Council to resolve its position in advance of having all the relevant information before it.

All Councillors stating that they opposed elevated rail.
The Motion was then defeated 5/4, with the majority of Councillors voting to wait until the LXRA provided detailed options for each crossing.

LXRA is scheduled to provide options to FCC on 18 July - the date for public release is unknown.
FCC will debate the issue again at a future meeting after 18 July.
