The FCC Housing Strategy 2017 final draft is set to be decided upon at the 23 April 2018 FCC Meeting.
Here is SCC's Submission to that meeting.

The Seaford Community Committee (SCC) recommends that the Frankston Housing Strategy 2017 Version 3 (Final Draft) should not be accepted in its current state.

The date for Submissions for this Draft has now passed, but there will be further opportunity for input

Given the number of submissions, at their 23 April meeting Councillors voted to defer their decision to the next FCC Meeting - 14 May 2018 - to allow for a briefing of interested Councillors. It will be on the agenda for 14 May - available here on or after 10 May - http://www.frankston.vic.gov.au/Your_Council/Council_and_Committee_Meetings/Council_Agendas_and_Minutes_2018

The updated (and electronically-searchable) Housing Strategy for the 14 May 2018 FCC meeting:
