An opportunity for residents of Seaford, Frankston Central, Frankston North and Karingal to meet their Councillors, receive updates and ask questions about their suburb.

Only residents of North-West Ward are encouraged to attend.

Note the change in Meeting Procedure from February 2019:
  • The meeting will commence with Councillors providing a brief update on key matters for the North-West Ward area
  • Registered questions and responses will then be read
  • If time permits, questions will then be taken from the floor
Meeting Conduct:
  • Members of the public, Councillors and Council Officers who attend the meeting must be courteous and respectful of one another
  • Unacceptable behaviour will not be tolerated
  • If a person disrupts a meeting or fails to comply with a direction, the person will be given a warning and if the behaviour continues, the person will be asked to leave
  • If the person refuses to leave, then the meeting will conclude

North-West Ward Councillors are hosting a series of meetings for residents of Seaford, Frankston Central, Frankston North and Karingal where they will provide updates and answer questions relating to those suburbs.

Similar Councillor meetings have been held in the South-West Ward. If residents in the North-East Ward would like similar meetings, they will need to contact their local Councillors.

They may like our help with priority-setting. Let's do just that. :-)

These meetings are an excellent opportunity to raise issues that Councillors may not be aware of.
It's a very convenient way of having input and asking questions. Even though 3 Councillors cannot make decisions for the entire Council (at this meeting), they can certainly provide feedback to residents, pass items to Council Officers for investigation and lobby other Ward Councillors for possible future Motions.

An opportunity for residents of Seaford, Frankston Central, Frankston North and Karingal to meet their Councillors, receive updates and ask questions about their suburb.

Seaford (primarily)
Tuesday 13 December 2016 6.30pm to approx. 8pm

Talbot Hall (at the rear of the Seaford Community Centre)

REPORT:
A very pleasant & successful meeting - approximately 30 attendees.

Here's a brief summary of the main issues raised:
  • Appearance, quality and range of shops
  • Asset renewal/maintenance spending is a high priority
  • Down's Estate Community Project (https://www.facebook.com/DownsEstateCommunityProject/) might fulfill some locals’ needs
  • Kananook Creek and surrounds
  • Level Crossing Removals
  • Membership of all community, volunteer and political groups is universally lower
  • Parking (in several locations) and guidelines/regulations pertaining thereto
  • Personal safety
  • ** Residential (Over) Development stood out as the #1 issue, raised and echoed by the vast majority of (if not all) attendees. Seaford is being spoiled by inappropriate residential development and Frankston has been covered by General Residential Zone for over 2 years now, due to (previous) Council inaction
  • I was told that Residential Zones will be reviewed in 2017
  • The Beach (wheelchair access to and boardwalk along)
  • The meeting wasn't just about lobbying to get stuff done that needed majority Councillor support (like suburban over-development). It was an opportunity to learn about future FCC plans and Council Officer action. After the meeting, I received several calls from Officers with updates on issues of concern
  • The Wetlands
  • Think Big (the new Local Area Plan) - the full complement of submissions will be received by Councillors for review
Along with the usual, very familiar faces, there were some new faces - good to see.

"Between 40-50 attendees.

Items discussed/asked etc, included:
  • Beckwith Grove bridge over Kananook Creek - will it be rebuilt? A large group pursuing this - http://www.seafordcc.org/forum/viewtopic.php?f=4&t=193
  • Comments (reported) by a Councillor regarding LGBTI rights re marriage equality - quite a large group strongly put their case
  • Carrum Downs Scout Hall - no suitable replacement
  • Seaford Scout Hall - opportunity with Seaford Rd level crossing to get a new/placement hall
  • Level crossing removals - http://www.seafordcc.org/forum/viewtopic.php?f=4&t=190
  • Request to re-establish the foreshore committee (now lapsed)
  • A tennis precinct in Karingal not getting funding on the works program - reasonably sized group not happy at all about some Councillors position on this and the general do nothing for Karingal
Comments:
  • The Frankston Basketball Stadium was not raised as an issue
  • A worthy exercise in participatory democracy, but attendees and councilors could get more out of the meeting if people did not stack on, and if all parties were more careful with how and what they say
  • I think participatory democracy would be enhanced with someone facilitating and giving issues their right hearing and time allocation. With 3 councilors who might have different views and perspectives, I think a facilitator would help. Perhaps someone might volunteer to help facilitate rather than the master and serf type experience. Perhaps the Councillors might ask someone from the audience to assist"

  • VERY productive meeting
  • Seaford Pier:
    o there is a broken pylon 10m from end – broken since late 2016
    o there are concerns about kids jumping off pier and injuring themselves
    o it has been confirmed that signs are in place
    - Since attendee, Glenn Cooper, has contacts at the responsible body (Parks Victoria) he offered to contact them and provided this unofficial report the next day that:
    o engineers had recently assessing the situation and will, in the very near future:
    o stabilise the pier
    o erect an unclimbable fence
  • Apsley Place factory problems + noise from other factories - refer: http://www.seafordcc.org/forum/viewtopic.php?f=23&t=363#p721
  • Bruce Aitken Park upgrade
  • Alleged Frankston train cancellations – City Loop - https://www.9news.com.au/national/2018/02/15/08/26/metro-train-worst-train-lines-revealed-melbourne-public-transit
  • Thank you for the Rosemary Court traffic calming measures
  • Footpath not wide enough at F’ston North Community Centre for mobility scooters (will be investigated)
  • Disability access at F’ston North Community Centre and Men's Shed
  • Ramp at Kananook station is too steep
  • How can those with mobility scooters use buses when they replace trains during level crossing, etc. work? Staff to assist? Also slightly disabled people getting off buses – call Public Transport Victoria on 1800 800 007 - 6am to midnight daily (all night Friday and Saturday)
  • Frankston community patch community garden
  • Kananook Creek is blocked
  • Future of Frankston station signal box
  • Operation Baywatch (Victoria Police patrols & CCTV) from Frankston to Seaford
  • Basketball stadium - still progressing - Jubilee courts?
  • Centenary Park $3m - tennis and golf then gymnastics then golf dropped out
  • Hard rubbish remains on nature strips
  • South F’ston Neighbourhood House - what's happening in Frankston South is not publicised
  • Recreation centre Heatherhill Rd
  • It was also reported that shopping trolleys are being collected and returned to supermarket, etc. owners by senior Council officials – income to FCC coffers now stands at $30,000!

3 September 2019 REPORT:
A very pleasant & successful meeting - 5 residents attended, as well as Cr Aitken and Acting CEO Phil Cantillon. Apologies were from Crs O'Connor and Bolam.

Here's a brief summary of the main issues raised:
  • Traffic, traffic, traffic ......over-population, over-development ......
  • ** Residential (Over) Development stood out as the #1 issue, raised and echoed by all attendees. Seaford is being spoiled by inappropriate residential development
  • Traffic management around Railway Pde and Seaford Rd (see: http://www.seafordcc.org/forum/viewtopic.php?f=3&t=420)
    • Request that the new roundabout proposed for the intersection of Railway Pde and Myra St be relocated to the intersection of Railway Pde and Johnstone St
      • Rationale for roundabout at Railway Pde and Myra St corner:
        - it's halfway between McKenzie St and Seaford Rd
        - residents want cars to slow down on and to the North of the bend South of Myra St
    • No Standing areas in Johnstone St
    • Illegal LXRA parking line markings in Railway Pde and other line markings in this area
  • Allocation of a few hours of safe parking area for community meals services (see: http://www.seafordcc.org/forum/viewtopic.php?f=20&t=274)
  • Safety and traffic management in Karingal
  • Traffic management around Beach St
Along with the usual, very familiar faces, there were some new faces - good to see.
