The Vic State Govt body LXRA/LXRP has commenced work to extend its bike path in Seaford.

We are told that the new stretch will replace the footpath beside the Seaford RSL bistro (between the bistro and Kananook Creek).
Sadly, the first casualty of construction was the bird feeding trees immediately outside the bistro. The Rainbow Lorikeets are looking quite confused.

From now until sometime in March, RSL parking will be reduced, plus a section of Seaford station carpark will be closed.


We've also been advised that the new bike path between Seaford and Carrum running between Railway Pde and the Kananook Creek is also currently under construction, causing destruction of more bushland around Armstrongs Rd and Coolibar Avenue.

We asked for details about this bike path many times, but the response was always: "no decision as yet".  When the Seaford CRG was disbanded, we were told that we would be kept informed about important changes to our suburb but this did not happen. We have now asked for the plans again.

We always knew it was going to be difficult with the RSL cenotaph and the old power station in the way.  As the removal of vegetation has already commenced (apparently without community consultation), we have again asked for full details. Let us hope the loss of mature trees will be kept to a minimum.

At its 17 Feb 2020 meeting, FCC resolved on an urgent business item which included writing a letter to LXRA/LXRP in relation to their vegetation removal works.
Hopefully, this will result in some consideration of the vegetation in our suburb.

Advice received from a concerned resident:


"Terrible news for Seaford environment

Dear Supporters

(FCC) Cr Glenn Aitken was notified on Thursday 12 March that the LXRP 'works' east of the railway at Seaford will proceed without further consultation.

"It is likely they will remove more vegetation immediately.They will flatten pretty much everything on the eastern side of the railway line from Eel Race Rd to Coolibar Ave .
There is no right of appeal as it is on their land which...they conveniently forget... is still public land, owned by the State."

This is the clear message that authorities need to hear and heed, as expressed by Cr Glenn, "Our natural environment is not negotiable and must be protected."

Please let your protests be heard and voice your opposition to the wilful environmental destruction without delay to Sonya Kilkenny MP for Carrum:

Whether or not the vegetation is on railway controlled land is irrelevant.
The vegetation is still a vital connection to the coastal corridor.
Birds, native bees, animals or other inhabitants of the coastal corridor don’t look at a tree and choose not to go there because it’s under railway and State governance.

Cr Glenn Aitken is arranging a public meeting and further notice will be given when arrangements are finalised.

KCA Arboretum: key to LXRA's "Bike Road"

KCA's 1997 Arboretum plan is the key to a solution to LXRA's Shared Use Path ("Bike Road") through Seaford. With thanks to collaborations with Rob Thurley, Past President, KCA (Kananook Creek Association).

SCC strongly supports the building of the Arboretum == approved in 1997 == by Frankston City Council and Melbourne Water.

This will entail:
1. Separating the new Bike Road from the existing Kananook Walking Trail
2. The Bike Road being built on railway land (i.e. railway reserve next to the train tracks)
3. Leaving the Kananook Walking Trail alone!
4. Restoring the parts of Kananook Walking Trail that have recently been destroyed
5. NOT mixing fast cyclists and (old and young) pedestrians: ever!

KCA's Seaford Arboretum:
- is a Tree Museum
- is to be located in the area between Station St and Seaford Rd (the Master Plan covers the area from the Mile Bridge to Eel Race Rd)
- will be a learning experience to understand our local indigenous reserve
- will rekindle the enthusiasm of Seaford residents
- will become a tourist attraction
……… and much more!

Whilst we realise that this preferred solution may be at odds with the recent decision by FCC, we believe that the earlier 1997 decision has priority.

Sonya Kilkenny MP has confirmed:
- Further LXRA Bike Road works in council-managed Natural Reserves are frozen
- She will directly meet FCC CEO to seek resolution

We thought we needed to see all plans (by LXRA, FCC and others) that have not been shared publicly for comment. We don't – and we don't need a new plan.

There is no need for a new plan or to reinvent the wheel.

The location of the "bike road" between the Southern end of Seaford station carpark and just North of the Seaford RSL will be problematic. Many residents have offered to assist with:
- genuine consultation as to where it should be located
- removal of the concrete recently laid in the wrong locations
- guidance as to replacement of wrongly-destroyed trees

Some of the options proposed include:
- speed limit on the bike road
- a very short section of shared path with a speed limit
- a section where bike riders must alight and walk

  • SCC strongly supports the inspired vision of Jill Orr Young for Seaford Park which has been long championed by KCA and has the support of Council
  • We do not need to re-ignite a battle which has already been fought and won by KCA and the Seaford Community and satisfactorily resolved
  • There has been a major communications stuff-up which may have well intentioned but, unless rectified, will destroy this inspired vision
  • We already have an excellent Master Plan for the Seaford walking trail - we just need to complete the Seaford Arboretum as previously agreed by all parties
  • The rediscovered Master Plan and the Arboretum vision should be urgently circulated to all parties so all can be familiar with it
  • The freeze on all LXRA work in the Kananook Creek Reserve must continue until the public reconfirmation of Jill Orr Young's inspired design - Council expects this to be by finalised by August 2020.The concrete road will need to be pulled up and replaced by the planned Arboretum entrance and boardwalk
  • All locally indigenous native vegetation destroyed will need to be replanted
  • The issue is not just environmental but it’s also about the preferred user experience
  • Council's preferred policy as per the existing Master Plan, is to physically separate the unique bush walking experience from the concrete bike road needed for cyclists
  • Council’s official policy had been to route the bike road entirely along the rail reserve and this enjoyed majority support from both walkers and bikers. Why change this popular policy?
  • This current fracas between responsible authorities could have been avoided if better connectivity to community memory and pre-existing policy and adherence to agreed Master Plans had been undertaken
