Seaford Local Area Traffic Management (LATM) Study
1st Meeting: 14 November 2018: Report

Report:
  1. FCC hosted a meeting for residents to discuss Seaford traffic issues with the Consultant engaged for this purpose: O'Brien Traffic – see attached letter to residents
  2. Further consultation meetings will be held
  3. The LATM is expected to be conducted over the next 18 months
  4. Approximately 10% of the Seaford population has responded so far. 219 responses have been processed (plus others not yet processed) that were received via the online survey
  5. Please record your suggestions in the survey at the above link
  6. A Resident Traffic Committee will be established to canvass for, receive, review and refine suggestions before the final report/list is referred for further public comment. The SCC has requested membership of this committee
  7. According to tabled traffic measurement data (see below), traffic has increased on Nepean Highway, Eel Race Rd, Railway Pde, Armstrongs Rd, Station St, Park St and near schools
  8. The scheduled closure of the Eel Race Rd level crossing was discussed, as well as the effect this could have on Railway Pde, Armstrongs Rd, etc. as more traffic may continue South from the new Station St bridge (over Patterson River), down Railway Pde to Seaford Rd
  9. Many residents are concerned that Railway Pde could become a MAJOR thoroughfare, a defacto highway! :-(
  10. It was mentioned that this LATM might be better undertaken after Eel Race Rd is closed (depending after the State election) and then take into account any subsequent traffic changes
  11. Possible measures to manage traffic and reduce traffic’s speed include speed humps, roundabouts, kerb outstands, pedestrian crossings and turn bans
  12. Snap, Send, Solve (mobile app) was mentioned as a means of advising FCC of issues
  13. Intersections that were identified as having issues, include:
    • Hallifax St/Armstrongs Rd
    • Armstrongs Rd/Nepean Hwy
    • McKenzie St/Park St
    • Seaford Rd/Railway Pde
    • Seaford Rd/Fortescue Ave
    • Weatherston Rd/Railway Pde

Final Report:
One example from the report, Appendix G, page 4:
"A submission was received requesting no parking on Railway Parade between Johnstone Street and Seaford Road (noting that there is only opportunity for 1-2 cars to park in this section).
Decision: There is no justification to ban parking between Johnstone Street and Weatherston Road."

The residents who use this area believe that 2 lanes of traffic are needed on Railway Parade during peak hours to:
  • allow vehicles to enter Railway Parade from Johnstone Street and Weatherston Road without incident
  • prevent long back-up of traffic
In addition:
  • having line markings to within 1.5m of an intersection and a pedestrian crossing does not comply with statutory regulations
  • residents do not want parking banned in this area. They want the line markings removed because they allow and encourage parking during peak hours
"only opportunity for 1-2 cars to park" ?
