The tender will be awarded by December, to enable construction to start in late 2019. In October the final Environmental Effects Statement (EES) will be released and this will be evaluated in early 2019. The Mordialloc Freeway will open in 2021.

The process is now governed by the Major Road Projects Authority in association with VicRoads.
