While population continues to grow at Nationally unprecedented levels, there is little choice but to plan for this growth.
The SCC is keen to see others contribute to the discussion to ensure that "Growth" and "Protection" Zones are located in the correct areas.

Executive Summary:
- The State Govt and (as a consequence) FCC are revising Housing Zones - all governments want to stop "urban sprawl", but still cater for the expected huge growth in population
- The State Govt has gazetted 3 Zones:
* NRZ (Neighbourhood Residential Zone - mandatory 9m = 2 storeys and 3 storeys with a flat roof)
* GRZ (General Residential Zone - mandatory 11m = 3 storeys) and
* RGZ (Residential Growth Zone - discretionary 13.5m = 5 storeys) - This 2017 review replaces FCC's 2013 C95 (New Residential Zones - Amendment C95) which was rejected by the State Govt Planning Panel) - http://www.seafordcc.org/forum/viewtopic.php?f=4&t=51
- Whilst the 3 Zones retain the same names as used in C95, in March 2017, the State Govt changed definitions and parameters within each Zone

Housing Change Areas:
The Housing Framework Plan, presented at Figure 15 (of the full Frankston_Housing_Strategy_2017), delineates the housing change areas into four broad categories. These are:
- Activity Structure Plan Areas that include Frankston Metropolitan Activity Centre and the Karingal Major Activity Area. Future housing in these areas should be located and of a scale and form consistent with the adopted Structure Plans for each Activity Area
- Substantial Change Areas (including key opportunity sites) that provide for housing growth by a mix of housing types that predominantly includes medium to higher density housing in appropriate locations
- Incremental Change Areas that allow for a variety of housing types including some medium density housing developments provided they respect the character of the neighbourhood
- Minimal Change Areas that enable specific characteristics of the neighbourhood to be protected through greater design control over new housing development

This University of Melbourne document makes for interesting reading and many of the ideas could be incorporated in Frankston’s Vision for the Future by implementing Smarter Planning.
